COLOMBO DOCKYARD CEREMONIALLY LAUNCHES “KDDI CABLE INFINITY” BEING BUILT FOR KOKUSAI CABLE SHIP CO. LTD. JAPAN

Colombo Dockyard PLC (CDPLC) ceremonially launched the first ever Cable Laying Vessel being built for Kokusai Cable Ship Co. Ltd. (KCS) Japan, on 3rd September 2018. This is the biggest ever vessel, price-wise as well as length-wise, to be built by CDPLC in its illustrious journey of shipbuilding excellence and the first ever ship built ‘in its class’ from Sri Lanka to Japan.

The ceremonial launching of a vessel is the process of transferring of the vessel to the water for the first time, by breaking a ‘pot of milk’ over the ship’s bow area and inviting good luck to the vessel, the crew and the owners. The ceremony was graced by Mr. Takaaki Anraku President KCS, Mr. Yukihiro Fujii Managing Director (Engineering & Facility Planning Department) KCS, Mr. Shigeyuki Sato Deputy Director KCS, Ms. Hitomi Kumazawa Manager KDDI, Mr. Masanori Kato MOL, Mr. Hiroshi Shimotai Site Manager MOL Ship Tech, and a host of other distinguished officials from Japan. This Cable Laying Vessel is a high technology vessel, which is intended for subsea operation and cable installation and repair works of ‘optical cables’ as well as ‘power cables’ adding to the versatility of the Vessel. For the handling of power cables, the forward tank has been fitted with a carousel system with a Spooling Arm.

The vessel is specially designed and equipped with a focus on maintaining good sea keeping ability and excellent station keeping performance. Passive roll reduction tanks help minimize the effect of ship rolling. The vessel has many special features including low resistance hull lines designed for speed and low fuel consumption. The vessel is extremely eco-friendly, enabling high reduction of harmful emissions, waste storage solutions, water ballast treatment, eco-subsea coating etc…

The vessel is diesel electric driven and has optimized power, which is another key feature. Power is provided by four generator sets, developing 2,250 kW each. Three generators out of the four available are sufficient to cope with the highest propulsion power demands, ensuring high reliability. Transit at economic speed with two engines efficiently running will optimize fuel consumption. The Vessel shall have a bollard pull of 80 tonnes with a range of 10,000 nautical miles and has Dynamic Positioning capability to Class 2 for precision maneuvering.

The basic design and production drawings for the construction are supplied by VARD Designs, Norway. This Vessel is being built and is classed by ClassNK and meets the regulatory requirements of the Japanese Government.

This vessel which is 113.1 meters in length, 21.5 meters in breadth, 8.8 m depth, with a maximum load laying draught of approx 7.1 meters has a deadweight carrying capacity of 5,300 DWT and a planned average cruising speed of 14.5 knots with accommodation facilities for 80 persons.

Colombo Dockyard PLC is a flag ship investment of Japan and operates in joint collaboration with Onomichi Dockyard Company Limited of Japan. Also the Sri Lankan Government institutions hold more than 35% stake in the Company. Colombo Dockyard PLC is Sri Lanka’s front runner of its industrialization drive.

During its long and exciting journey, the shipyard has offered repair assistance to over 10,000 ships and have contracted over 245 new ships for both local and international clientele. Since its inception way back in 1974, Colombo Dockyard has been on national duty and is one of Sri Lanka’s largest foreign exchange earners, generating an average annual turnover of around US$ 90 million. In addition to the Cable Laying Vessel, Colombo Dockyard recently contracted to build a specialized Catamaran hull Pilot Station Vessel and a Buoy Tender Vessel for General Company for Ports of Iraq through Toyota Tsusho Corporation of Japan. The Pilot Station Vessel is suitable to perform multi-purpose roles, such as Transport Pilots and Provisions, Provide Pilots with Accommodation Services, Provide Station and Necessary Support for Pilot Boats etc… in unrestricted waters.
The twin screw Buoy Tender Vessel is intended for operation in unrestricted waters for multi-purpose roles such as to retrieve & launch marine navigation buoys, provide repair and maintenance to marine navigation buoy, transport marine navigation buoys and/or spare parts, transport general cargoes etc…

The Colombo Dockyard’ ship repair sector has been providing required repair support regional owners as well as international ship owners over the past four decades. The shipyard has been successful in serving the regional and international owners requirements efficiently, gaining the confidence of the ship owners.

The shipyard is currently busy with repairs to MT. Desh Bakht, MT. Samudra Ratnakar owned by Shipping Corporation of India (SCI), MT. Lahore owned by Pakistan National Shipping Corporation, MV. TCI Surya owned by TCI Seaways, India, LPG Sigas Ingrid managed by Swan Shipping Corporation, Philipines and MV. Niumath owned by Midsea Shiping Lines, India.

Colombo Dockyard has had its Quality Management System (QMS) certified, since 1999, to the ISO 9001: 2015 standard. The Occupational Health & Safety as well as Environmental Management System in accordance with the requirements of OHSAS 18001: 2007 & ISO 14001: 2015 standards. Colombo Dockyard had the privilege of a courtesy call from Mr D P Agarwal, the Vice Chairman and Managing director of Transport Corporation of India (TCI) on the 4th of May 2018. A veteran in the transportation industry with more than 51 years experience, heading the TCI group of companies.

Colombo Dockyard has been a long-standing business partner with TCI for more than two decades, providing repair and drydocking facilities for the fleet of vessels owned by TCI Seaways Ltd., a subsidiary of TCI. Colombo Dockyard’s services rendered to the TCI fleet of vessels have been appreciated by TCI team, duly conveyed at this meeting. In return, the trust and confidence placed on Colombo Dockyard by the TCI were acknowledged and humbly appreciated.

During this historic visit, a special token gift was handed over to Mr Agarwal by Mr D V Abeysinghe, MD and CEO of Colombo Dockyard to mark over two decades of business relationship between the two companies.

COLOMBO DOCKYARD PLC SUCCESSFULLY ENTERS INTO A CONTRACT WITH TOYOTA TSUSHO CORPORATION OF JAPAN TO BUILD TWO VESSELS FOR IRAQ

Colombo Dockyard PLC (CDPLC) has successfully secured a contract with Toyota Tsusho Corporation (TTC) of Japan to build two vessels; Pilot Station Vessel and Buoy Tender Vessel, for General Company for Port of Iraq (GCPI).

TTC and GCPI signed the Prime Contract on 27th April 2018 in Dubai. Subsequent to the signing of the Prime Contract, TTC signed the Sub Contract Agreement with CDPLC as TTC’s preferred Shipyard for the construction of these vessels on 2nd May 2018 in Japan.

TTC is a trading and investing company which is also a group company of TOYOTA. By recognizing the potential of CDPLC, TTC decided to collaborate with CDPLC for this project to compete and submit bid proposals in response to a tender floated by GCPI in July 2017. After the selection of the Bid proposal submitted by TTC in collaboration with CDPLC, there were contract negotiation meetings in Basrah, Iraq and in Colombo, Sri Lanka. These negotiations and discussions were able to strengthen the relationship between the parties to enter in to a successful contract.

Both the Pilot Station Vessel and the Buoy Tender Vessel will be constructed using modern technology and will be in accordance with latest rules and regulations of the maritime industry. Both vessels will be classed to Nippon Kaiji Kyokai (ClassNK).

The Pilot Station Vessel is a catamaran type vessel which will be used to transport of pilots and provisions, to provide pilots with accommodation services and to provide station and necessary support for pilot boats. This is a 50m length vessel with a breadth of 18m and a depth of 6.1m. The vessel is driven by two powerful diesel engine and shall develop a speed of 14 knots. The vessel shall be fully air-conditioned and shall provide accommodation for 47 persons.

The Buoy Tender Vessel is designed to be used to retrieve and launch marine navigation buoys, to provide repair and maintenance to marine navigation buoy, to transport marine navigation buoys and/or spare parts and to transport general cargo. This is a 60m length vessel with a breadth of 12m breadth and a depth of 4.6m. The vessel is driven by twin diesel engines and is capable of achieving a speed of 12 knots. The vessel also shall be equipped with a Crane with a lifting capacity of 22 tons. This vessel too provides fully air conditioned living quarters for its complement of 29 persons.

The two vessels are to be delivered in Iraq in April 2020.

Colombo Dockyard Represents Sri Lankan Ship Repair And Shipbuilding At The Sea Asia 2017 In Singapore

Sri Lanka’s pioneer Shipbuilding and Ship repairing facility, Colombo Dockyard PLC participated at one of the leading International Shipping Exhibitions “SEA ASIA 2017” during April 25-27 in Singapore.

Colombo Dockyard has been a regular participant at many marine exhibitions, such as Posidonia Greece, Norshipping Norway, SMM Germany, Inmex India and other platforms over the past four decades. This is the second instance Colombo Dockyard has participated as an active exhibitor at the Sea Asia. The shipyard has been flying the Sri Lankan flag and promoting Colombo as a competitive repair and building centre in the South Asian region in Europe and Global platforms.

Singapore ship owners and managers represent a large share of the world’s floating tonnage. This naturally makes them one of the key market segments for Colombo Dockyard.  This mega international marine exhibition has been a meeting place for South East Asian shipping fraternity stake holders such as: Shipyards, machinery and equipment suppliers, classification societies, flag states, shipbrokers to name a few.

As the anchor event held in conjunction with the Singapore Maritime Week, Sea Asia enjoys strong support from government agencies and key trade associations, firmly establishing itself in the marketplace as the leading platform for both the global and local maritime and offshore communities to explore business, network and unveil new products and services.

Minster of Ports and Shipping Hon. Arjuna Ranatunga was a VIP invitee for the event; he visited the Colombo Dockyard stall with his delegation and encouraged the shipyard team to carry on the good work of flying the Sri Lankan flag high at this international forum. The High Commissioner for Sri Lanka Hon. Nimal Weeraratne visited the stall and conveyed the fullest support from his team to further strengthen the Singapore- Sri Lanka ties.

The positive developments in the country with peaceful environment conducive for business, has been instrumental in many South East Asian, Middle Eastern and European clients looking at Colombo seriously as a potential ship repair and building facility.

During this event, some of the factors highlighted to the potential clients were: Colombo’s strategic location close to the main marine trading routes, minimal diversion for vessel’s calling to discharge in the Indian coast, quality repair services, safe working environment, Japanese expertise available through our collaboration with Onomichi Dockyard, faster turnaround times and competitive rates. The shipbuilding sector highlighted the wide product portfolio on offer for the Offshore Vessels Sector, mainly our market proven Anchor Handling Tugs, Offshore Platform Support Vessels, Crew Boats, Coast Guard Vessels, Harbour Tugs, Work Boats Passenger Ferries and other specialised Vessels.

COLOMBO DOCKYARD DELIVERS THE 80 PASSENGER LAUNCH TO NORTHERN PROVINCE

Colombo Dockyard successfully delivered the 80 Passenger Launch built for the Northern Provincial Council on 10th January 2017 in Delft.

The 80 Passenger Launch named NEDUNTHARAKAI is capable of transporting 80 passengers and shall be deployed for transferring civilians from Kurikadduvan jetty of Jaffna peninsula to Delft Island, a distance of 8 – 9 nautical miles, one way. This steel hull Passenger Launch has good stability and excellent sea keeping qualities and shall be able to operate in rough weather conditions unlike fibre glass hull boats. The Passenger Launch has been designed and built considering the low water depths prevailing in the operational areas, so that the Launch could traverse through these shallow waters easily.

The Passenger Launch has been built to Indian Register of Shipping Classification Society requirements.

D.V. Abeysinghe Assumes Duties As The MD/CEO Of Colombo Dockyard

The Board of Directors of Colombo Dockyard PLC (CDPLC) announced today that Mr. Ranil Wijegunawardane, the incumbent Managing Director/ CEO of the company, retired from his services with effect from 8th November 2016.

Mr. D.V. Abeysinghe the Senior General Manager / Chief Operating Officer with an outstanding career of nearly 31 years at CDPLC will assume duties as the new Managing Director/CEO with immediate effect. Mr Abeysinghe graduated from the University of Moratuwa, Sri Lanka in the field of Mechanical Engineering in 1985. Holding a B Sc Engineering (Hons) degree, initially he joined Colombo Dockyard Ltd. (CDL) in 1985 as a Trainee Engineer to the Marine Division. During his tenure as a Ship Repair Engineer, he is also qualified with Nondestructive Testing Examination on Ultrasonic level III from Indonesia in 1990. In 1991, he successfully completed an 11 month JICA training on Shipbuilding, Repairing and Maintenance including Naval Architecture at the Overseas Shipbuilding Cooperation Centre, Japan and returned to the Shipbuilding Division in CDL as the Designs Engineer (Hull). Mr. Abeysinghe is a Charted Mechanical Engineer of the Institution of Engineers Sri Lanka since 2002 and a Fellow of Royal Institution of Naval Architectures, UK from 2015. He is also a member of the Institute of Certified Professional Managers, Sri Lanka since 2008.

In the meantime, Mr. Ranil Wijegunawardane will take over the responsibility as the new Managing Director / CEO of Dockyard General Engineering Services (Pvt) Ltd., to give leadership to this heavy engineering subsidiary of Colombo Dockyard, with focus on expanding operations locally and in to regional markets.

The transition comes at a crucial point in the Company’s journey, where the maritime markets are facing one of the toughest recessions globally.

The Technical Review Committee of LRQA has approved the issue of OHSAS 18001: 2007 & ISO 14001: 2015 certificates to COLOMBO DOCKYARD PLC (CDPLC) making us the very first organization in Sri Lanka to receive, from LRQA, a certification to ISO 14001: 2015.

As a major ship repair, shipbuilding and Heavy Engineering service provider in one of the most strategic geographical locations, Colombo Dockyard is now certified to Occupational Health & Safety as well as Environmental Management System in accordance with the requirements of OHSAS 18001: 2007 & ISO 14001: 2015 standards. CDPLC has had its Quality Management System (QMS) certified, since 1999, to the ISO 9001 standard (currently for ISO 9001:2008).

The visionary guidance and unqualified commitment from the Top Management team of Dr. Toru Takehara, Chairman, Mr. Ranil Wijegunawardana, Managing Director and Mr. D V Abeysinghe, Chief Operating Officer to attain these business critical certification upgrades is bearing fruit, within a relatively short span of time, after a dedicated companywide drive.  

The project leadership was taken by Mr. Manjula Hettiarachchie, Manager (Compliance)/Management Representative and his dedicated team, supported by sectional compliance representatives who were instrumental in guiding all the divisions, production and nonproduction, effectively to meet with the targeted system requirements. This was a challenging task to all across the system, as the shipyard was fully occupied and busy during the period these system requirements were implemented and audited by LRQA auditors prior to issuing the certification. The excellent guidance capabilities and the patience of the operational leadership need to be mentioned at the point of time of celebration.

The official certificate was handed over at a ceremony on the 11th of August 2016 by Mr. G.Venkatakuppuswamy, General Manager – Key Accounts (South West Asia), LRQA. The certificate was received by Dr. T. Takehara, Chairman, Mr. R. Wijegunawardana, MD, Mr. D V. Abeysinghe, COO and Mr. Manjula Hettiarachchie, Manager (Compliance)/ MR.

These international certifications provides Colombo Dockyard a competitive edge and the necessary recognition as being amongst the best the regional and international shipyards. Colombo Dockyard has been operating in collaboration with Onomichi Dockyard Co. Ltd., Japan since 1993, as a shipyard capable of providing premium quality shipbuilding, repairs and Heavy and offshore engineering. This international certification marks a significant milestone in the corporate calendar of Colombo Dockyard’s odyssey of excellence.

Sinochem Shipping, China Places Confidence in Colombo Dockyard

Sinochem Shipping Co. Ltd (Hainan) Owned Tanker SC Hong Kong Drydocking and Layup Repairs Completed Successfully

Sinochem Shipping Co. Ltd, (Hainan) owned and Aoxing Ship Management (Shanghai) Ltd managed Tanker SC Hong Kong called Colombo Dockyard for drydocking and lay up repairs. This was the first experience for Sinochem Shipping in Colombo. Sinochem group, China is fortune 500 company with more than 300 subsidiaries inside and outside China.

Aoxing Ship Management (Shanghai) Ltd, China managed MT. SC Hong Kong (DWT: 22,100, LOA:159.60 M, Beam: 23.00 M) called in for drydock repairs during Mid July 2016. The Chemical carrier trading in the regional waters selected Colombo as the repair centre for her CAP survey requirements.

The business had been secured as a result of the proven track record of Colombo Dockyard as a reliable shipyard which delivers quality repairs with focus on timely completion. Owners / managers were confident of stemming the vessel to Colombo, given Colombo’s wide experience on tanker repairs.

During this call the vessel was accommodated in Drydock No. 1A+1B (30,000 DWT) which is ideally suited to handle medium size tankers, dredgers and container carriers among other types of vessels.

Yard teams worked in a focused approach to ensure that the vessel was re-delivered to on schedule to meet her next loading port in Far East.

The major repair scope during this call consisted of CAP (Condition Assessment Programme) survey requirements, main deck conduit lines, chain locker steel renewal of approx. 5 tons were renewed. Routine drydocking related repairs were carried out.

The strategic geographical location of Colombo Dockyard, close to the main sea routes, while being located inside the port of Colombo itself minimised any down time for the managers as she was received directly in to yard repair berth soon upon completing her cargo discharging in one of the Indian coastal ports.
Colombo’s professional approach and flexibility of service was appreciated by the Owners/ Managers, as the repair project was re-delivered on schedule meeting owner’s requirements. The project team was headed by Ship Manager Mr. D S Arangala who was well supported by all production departments in redelivering this project.

The owner’s interests were looked after by Mr Zang Yingui – Technical Manager, Mr.Tang Jian –Technical Superintendent and Mr. OM Prakash, Technical Superintendent. The repairs were carried out meeting the Lloyd Register class society requirements. M/s. Prudential Shipping Ltd. handled the local husbanding work smoothly.
